Conservation of the highly endangered sturgeon was a priority for the partnership team in the Danube. However, in setting the target for sturgeon conservation, the team did not seek input from a key group – the Iron Gates dam operators – until their concerns had already slowed progress. Operators saw fish passes as costly due to reduced power output and increased staff resources. Little public awareness of environmental issues also meant that public pressure for action was not as great. A more thorough stakeholder assessment prior to setting targets would have established more realistic expectations, and allowed the team to more quickly address concerns.
